Increasing the transcoder default throttle buffer seemed to help me when I had similar issues streaming remotely. Try it out and see if you get better results.

this a fresh install of plex. From my understanding the transcoder folder will always be blank unless you're actively transcoding. You can change the directory and when it transcode it will write to the new location and remove it when it's done. Correct.
