This used to be a much more common thing back before the 77R process was all electronic. MSP would occasionally get behind in processing forms (anyone remember 2013? ) and though MSP doesn't like it, with the way that the law is written the dealer may release the firearm to the purchaser on the 7th day, weather they've heard from MSP or not.

You fill out at a 77r online and submit it into the "Pool." Then you go out to your gun shop and pay for the handgun, give the FFL the two numbers emailed to you that reference your 77r application. You also fill out a Federal 4473, nothing new. The dealer completes their portion on your 77r application.
Long story short, I put in two 77Rs within a few days of each other. I'm a MD Designated Collector and 03FFL holder who just had one 77R come back on Friday (11/10/23) exactly 7 days after submitting it.
